Call for External Evaluator

Mainline is looking for an external evaluator to evaluate the project ‘Services for Vulnerable Migrants who use Drugs in the EU’. The evaluator is tasked to track the project progress, to draft and review milestones and to see whether the consortium reaches the project objectives.  

Vulnerable migrants who use drugs
The project ‘Services for Vulnerable Migrants who use Drugs in the EU’  is funded by the European Commission and implemented by a consortium of seven partners, located in various European countries. The project has started in January 2022 and runs until the end of 2023. The project aims to fill knowledge and practice gaps concerning services focused on drug use and migration in Europe.

Objectives of the assignment

The evaluator is tasked to track the project progress, to draft and review milestones and to see whether the consortium reaches the project objectives. A summary of the project is attached to this Call for Proposals.

Methods and timeline
The evaluator is asked to propose a method for the assignment. A general description of the proposed approach suffices. The evaluator has the freedom to divide the work over the course of the project period. The evaluation method can be designed in more detail after the final selection and should be approved by the projects’ Core Group – the project partners who are jointly responsible for the implementation of the project.  

Deliverables
The final conclusions of the evaluation are delivered in an external evaluation report at the end of December 2023 or early January 2024.

Interested parties may send a short proposal (+/- 2 pages) including a budget, complemented with a curriculum vitae and/or track record to Machteld Busz via m.busz@mainline.nl. The deadline for applications is 17 April 2022. Selection is based on the best value for money.
